Project Bidding - Instructions

 
 

St. Louis County Public Works bid solicitations are available through Bid Express®. Bid solicitations are available for viewing without fee to anyone with a Bid Express® account, however, Bid Express® charges to submit a bid. Paper bids are not accepted.

Bid Bonds

Electronic bid bonds, paper bid bonds, or certified checks will be accepted as a bid guarantee.

Paper Bid Bonds or Certified Checks

  • Bidders may send a corporate surety bond or a certified check made payable to the St. Louis County Auditor.
  • Paper Bid Bonds or Certified Checks, must be received in a sealed envelope clearly marked with name of the bidder, type of work, and project number by 4:00 pm CST the day prior to the specified date of opening at:

Plan Holders

A plan holder list for bid solicitations is available at Bid Express® by selecting the "View Plan Holders" button within the solicitation.

To become a plan holder, see Bid Express®. On the Solicitations Tab, click on Help and choose Plan Holders List.

Effective February 6, 2021, St. Louis County Public Works solicitations for road and bridge projects will no longer be advertised in the newspaper. To locate solicitations for these projects going forward, please use one of the following methods:

  • Select 'OK' when prompted for access to your microphone (*Note that this meeting is set up to allow only the presenter to speak)

View Bid Results

  • Once the bids have been opened, the bid summary* results will be available within the solicitation on Bid Express®.
  • The bid summary* will also be posted on OneOffice Dashboard by 5:00pm CST on the date of the bid opening.
*A bid summary includes the engineer's estimate and the total cost for each bidder for the specified project.

View Bid Abstract

When a project has been officially awarded by the St. Louis County Board of Commissioners, the project bid abstract will become available on OneOffice Dashboard. Please note that the award date is typically two to four weeks after a bid opening takes place.
