SOLICITATIONS
There are many different methods used by Purchasing to acquire the goods and/or services requested by the County. The procurement method selection depends on a number of factors including the type of good or services, the size of the expenditure, market conditions, the St. Louis County Purchasing Rules and Regulations, and of course any applicable State of Minnesota Statutes.
The following information is given as a guide, please know that there will always be outliers to this information presented.
Historically, these are the general buckets a purchase may fall into:
- Project: "project" means demolition, erection, construction, alteration, improvement, restoration, remodeling, or repairing of a building, structure, facility, land, or other public work, which includes any work suitable for and intended for use by the public, or for the public benefit.
- Service: "services" means professional, technical, incidental, intellectual, or otherwise general services which call for the time and effort rendered by members of a recognized profession, or by individuals possessing a specific skill set.
- Supply: "supply" means goods, supplies, materials, and equipment, which satisfy a want

PUBLIC OPENINGS
Responses will be received and opened the A. P Cook Building, located at 2503 Rice Lake Road, Duluth, Minnesota 55811. Any and all responses must be completed and received prior to the Public Opening. No documents will be accepted from Responders within or during any Public Opening.
