What is an address sign?

Commonly referred to as 'Fire Number', an address number sign helps emergency responders (law enforcement, ambulance, first responders, and fire departments) to find you. County Ordinance 41 requires assignment of addresses to each property's primary structure. Because an emergency can happen day or night, address signs must be reflective with a red background and white numbers. Address signs must be installed on a signpost according to Ordinance 41. All signs installed after 2003 must contain the address number on both sides and be installed perpendicular to the road. Older 1-sided signs are still allowed, as long as they are in good condition. Any sign that is damaged or worn to the point it is no longer legible must be replaced by the property owner. Every second counts in an emergency, having a 2-sided sign enables emergency responders to find you quickly.

FOR NEW PROPERTIES

The St. Louis County Sheriff's Office 911 Communications Addressing Division is notified when the property owner indicates on their building or septic permit application that their site needs an address. We then access the site sketch you provided along with your application to calculate the address using measurements along the road to your driveway. Once the address is determined, we issue you an address notification letter with the assigned address. This is the letter you can take to the post office to establish mail delivery. Your sign will be mailed to your tax mailing address approximately 2-3 months after the address assignment. The property owner is responsible for the sign hardware, signpost, installation, and upkeep of the sign.

How do I know if I have an address?

The St Louis County Land Explorer is an interactive web mapping application providing the ability to query and map St. Louis County land record data. This map application allows users to search by PIN (aka Property ID#, Parcel ID, Parcel Identification Number), address, and other methods, while displaying information from the various County departments.

To view an address point:

•    Click the link above.
•    You must check the 'I agree' box and click OK.
•    Enter the PIN in the upper right-hand corner.  
•    Hit enter or select the magnifying glass.
•    The system will zoom to that parcel showing the address point (blue dot) and address.

How do I obtain an address if I need one?

If your property is within a township or an unorganized territory, you can contact St. Louis County for a new address. If your property is within a city, contact them first, as many of them exercise their own addressing authority. One exception to this rule is Greenwood Township, who handles new addresses within their boundaries. 

When requesting an address, be prepared to provide the following information:

  • Parcel code number (parcel code lookup
  • Name of road from which structure is accessed
  • Owner name/taxpayer name
  • Possible neighbors name(s) and each of their address(es).

The minimum amount of development for an address to be assigned is a substantially improved and maintained driveway, leading to a defined site (i.e. RV pad or clearing for camping). Addresses will be assigned to raw land only if an application for a building or septic permit has been submitted.

How do I set up mail delivery for my new address?

Take the address notification letter we provided you to the post office nearest to the assigned address, let them know you were assigned an address by the county, and you want to start receiving mail. Your local post office determines your city and zip code according to their delivery routes and can advise you with details regarding mailbox placement. If you no longer have your address notification letter, or need another copy emailed to you, please contact us to request it. 

What is my Parcel Code or Property ID Number?

Parcels are tied to a parcel code assigned by the county. The numbers are entered in the following format: 000-0000-00000

Your parcel code can be found on your tax statement in the upper right-hand corner. It is referred to by many different names: tax parcel ID or number, Parcel ID, Parcel Number, Property (or Parcel) Identification Number (PIN). It will also be on the sale paperwork or deed.

Do I need an address to sell my raw land?

This is a common misconception - you do not need an address to sell your raw land.
The property would be listed as XXXX (your road name) Road/Trail/Drive.
If/when the new owner starts the building process, they would follow the steps on How to Obtain an Address.

How do I install my address sign?

The St. Louis County 911 Communications system relies on property owners having their red and white 911 address signs posted according to Ordinance 41.

Sign Installation Guidelines

  • Call 811!  Pounding in a signpost or digging a hole for one requires contacting Gopher State One Call at least 48 hours in advance (not including day of contact, weekends and holidays). Hitting an underground utility can harm the environment, cause serious personal injuries, disrupt service to an entire neighborhood and potentially incur fines and repair costs. 
  • Signs must be clearly visible from the road and not obstructed.
  • Parallel to the shoreline on bodies of water.
  • The bottom of the sign must be at least 4 feet above the road.
  • The signpost must be within 10 feet of the driveway and at least 10 feet from the edge of the road, yet within its right-of-way (where applicable). 
  • Signs installed after March 2003 must contain the address numbers on both sides and be installed perpendicular to the road. 
  • Older single-sided signs are still allowed as long as they are legible.
  • Any sign that is damaged or worn enough to be illegible must be replaced by the property owner. 
  • Property owners can purchase a new sign for $35 by contacting us calling 218-726-2921 or by email.

While installing your sign please adhere to the ordinance guidelines as listed below as closely as possible, understanding conditions vary by location and that vegetation, topography can affect sign placement. Use common sense when installing, making sure the sign is as clearly visible as possible in your location.

What kind of signpost and hardware do I need?

St. Louis County only provides the sign; the property owner is responsible for the actual post and hardware. The sign we provide has 2 drilled holes that align perfectly with the holes in a U-channel or T-post (see example below). While you may use any signpost you wish, we recommend using the following post and hardware:

  
  • Green enamel coated steel post commonly referred to as a T-post or U-channel post
  • 6-7 ft long
  • sold at local hardware, or big box stores
  • 5/16" stainless steel tap bolt x2
  • 5/16" stainless steel hex nut x2
  • 5/16" stainless steel flat washer x2

What if I have a shared driveway?

The St. Louis County 911 Addressing Division provides 2 address number sign(s) for all properties that have a shared driveway. We highly recommend additional/secondary signs wherever shared driveways diverge toward different properties. This additional signage is not required by ordinance, but we recommend easy-to-read, reflective address numbers. Additional reflective red and white address signs can be purchased for $35 each by contacting us.

If your current address sign is a single-sided sign, it is recommended that you place that sign at your house or where the driveway enters your property, and the double-sided sign where the driveway meets the named road. Ultimately, in the case of an emergency the signage placement should clearly indicate to the emergency responders how to navigate to each of the distinct addresses.

How do I order an address sign?

There is no ordinance requiring you to upgrade your sign as long as your single-sided sign is still in good condition however, anyone who wants or needs a replacement sign can contact us by calling 218-726-2921 or email. Be prepared to provide the following information:

  • Parcel ID number 
  • Quantity: whether you need more than one replacement sign (i.e., if you have shoreline access as well as road, or share a driveway)
  • Mailing address  
  • Billing address for the sign replacement cost $35 (only if different from the mailing address).

In approximately 2-3 months when we receive the bulk sign order back from the vendor, we will mail them out along with installation instructions, and an invoice for $35.
Invoices are due upon receipt, payable by check. Simply submit your payment and replace your existing sign with the replacement sign. 
The parcel owner is responsible for the sign hardware, signpost, installation, and upkeep of the sign. 

Why is my address not showing up correctly on Google Maps?

Some emergency responders use global/commercial mapping systems which use data from various sources, including Apple, Microsoft, Google, TomTom, OpenStreetMap, & Waze. Many delivery and commercial businesses also rely on these types of data sources, so it's usually in the property-owner's interest to ensure their address in these systems.

When it comes to these global/commercial mapping platforms, St. Louis County can advocate for corrections and changes but ultimately does not have authority over them. If your assigned address does not appear correctly in these global/commercial mapping platforms you should consider working with them to get it corrected. As the official addressing authority, St. Louis County does periodically provide our address data to governmental partners like the USPS, the US Census Bureau, the National Address Dataset (Department of Transportation).

What if I move my driveway?

Your address assignment was determined using measurements from one of your parcel lines to the centerline of your driveway or access point. Changing the access point or moving the driveway may cause sequence issues, or delays in emergency personnel finding you in an emergency. Continuing to use the originally assigned address but accessing your property from a different location can put both you and your neighbors at risk. Accurate numbering is critical to our emergency response agencies to locate you in an emergency.

What is my Tax Parcel Code or Property ID Number?

All parcels are tied to a Parcel Number assigned by the County. The numbers are entered in the following format: 000-0000-00000

  • the first 000 is city or town number
  • the second 0000 is the plat number
  • and the third 00000 is the parcel

Rural Address Sign Placement Guide

St. Louis County requests your assistance in making the 911 emergency system work effectively and efficiently. The system depends upon having home, cabin, and other building owners post their assigned address in a uniform manner so that emergency responders can easily locate the property. The county has adopted the following regulations on sign placement (Ordinance #41) in order to achieve this goal. 

It is ultimately the property owner’s responsibility to purchase, install, and maintain the red & white address sign so that it is visible year-round from the roadway. keep it free from snow, cut back foliage, and inspect the sign for damage.

  • new and replacement signs must contain the assigned address number on both sides of the sign, must measure 6” in height and not less than 14”  or more than 20” in width. the bottom of the sign shall be placed at a height which is no less than 4 feet above the level of the road surface. the sign shall contain white numbers not less than 4” tall on a red background and shall be of reflective material. the sign shall be installed on the signpost from one edge and extend perpendicularly away from the road. 
  • if the addressed structure is located more than 50 feet from the edge of the road driving surface the signpost must be placed within 10 feet of your driveway and at least 10 feet from the edge of the road surface for roads with a defined shoulder, or at least 4 feet from the edge of the road surface for roads without a defined shoulder. in any case, the sign should not be farther from the road than the end of the right-of-way.
  • if the addressed structure is within 50 feet of the road but it is obscured by trees, hills, or other structures, you must follow the same instructions for posting as covered in #2 above.
  • if the addressed structure is within 50 feet of the road and is not obstructed (clearly visible year-round from the road) you may post your address directly on your structure as long as it is visible from the roadway.
    • when placed directly on the structure, the address numbers shall be no smaller than 4” tall and be coated with reflective materials. the address numbers shall present a strong contrast with the background color.
    • the occupant of the structure shall be responsible for keeping its address numbers clear of snow, dirt, debris, or other obstruction.
  • if the addressed structure is accessed only by waterway, the address sign shall be installed parallel to the shoreline not more than 10 feet from the high-water mark.
