The St. Louis County Economic and Community Development Department is seeking community input on local priorities from county residents who live outside the City of Duluth. The City of Duluth completes its own plan. The information collected will be used in the County’s Community Development Consolidated Plan, as well as the Northeast Minnesota HOME Consortium. The Northeast Minnesota HOME Consortium is made up of the counties of Cook, Itasca, Koochiching, Lake, and St. Louis. Both surveys will assist in the determination of the priorities for funding provided by the U.S. Department of Housing and Urban Development (HUD) over the next five years.

Public input regarding needs and priorities will guide the Advisory Committees as they review project applications and make recommendations on the awarding of community development funds. While the County is interested in all community development needs, HUD funding is restricted on what types of projects may be funded. Links to both surveys can be found below. The deadline to complete the surveys is December 1, 2024. White Oak Apartments Environmental Review for Public Comment
As of August 13, 2024, the St. Louis County Economic and Community Development Department, acting as a representative of the St. Louis County Board, Minnesota, on behalf of KOOTASCA Community Action, announces that the project described above, White Oak Apartments, which is to be funded with Federal HOME Investment Partnerships (HOME), has been examined and found to have no significant effect on the quality of the human environment. St. Louis County has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL91-190).  An Environmental Review Record for the proposed project is currently available for examination or duplication weekdays 8 A.M. to 4:30 P.M. at the St. Louis County Economic and Community Development Department, Virginia Government Services Center, 201 South 3rd Avenue West, Virginia, MN 55792 or in the link above. No further environmental review of the project is proposed. Any comments regarding the Finding may be submitted in writing to St. Louis County Economic and Community Development Department. Comments will be accepted until 4:30 P.M. on September 20, 2024, at which time the County will initiate a request for release of funds for the project from the U.S. Department of Housing and Urban Development.

2023 CAPER Draft

The 2023 Draft CAPER details activities undertaken with Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG), program funding. Included in the 2023 CAPER are activities undertaken with Coronavirus Aid, Relief, and Economic Security (CARES) Act funding provided through these programs.
