DISSEMINATION OF BIDS AND REQUESTS

As an alternative to the statutory requirements for newspaper publication, St. Louis County may disseminate solicitations of bids, requests for information, and requests for proposals by it's website. Minnesota Statute § 331A.03 Where Notice Published. 
 
The legal custodian of the County's records is the county. As such, the County may not delegate or assign it's legal responsibility as the custodian of it's records to a third party. The County may, at it's convenience, utilize the services of a third party for distribution of it's public records, but must continue to supply such records directly, when requested.
 
Should an interested party wish to obtain any documentation separate from our third-party "DemandStar", they may seek them directly from the county as posted here, or by emailing purchasing@stlouiscountymn.gov.
 
Please note that St. Louis County posts solicitations, addenda, and associated documents on formal opportunities to DemandStar directly; we ask interested parties who choose to obtain documents directly from the County to follow-up on their own accord, in case there are any addenda or other important documents issued for opportunities listed below.

PUBLIC OPENING

Responses will be received and opened the A. P Cook Building, located at 2503 Rice Lake Road, Duluth, Minnesota 55811. Any and all responses must be completed and received prior to the Public Opening. No documents will be accepted from Responders within or during any Public Opening.

RECORDS, AUDITING, AND RETENTION

Opportunities which have since passed will be removed by Purchasing staff on a weekly basis; however, in most cases this information is still available. If information is needed, please call or email the Purchasing Office directly so we may assist you with your request. In certain cases, your request may be forwarded on a data compliance staff to make sure we are transposing information in accordance to law.
