New Mail Delivery Procedure

Due to an increase in dangerous contraband coming into Minnesota Correctional Facilities through the mail, the St. Louis County Jail is implementing a new mail delivery procedure to prioritize the security and well-being of everyone in our facility.

New Mail System: Effective March 1, 2025, the St. Louis County Jail will launch a mail management system through TextBehind®, a mail scanning and printing service used increasingly by state correctional systems and jails across the U.S.

Learn more about TextBehind® at the following website: https://textbehind.com/

  • Regular (unprivileged) mail should be sent to the designated P.O. Box for processing.
  • TextBehind will copy all items and send the copy to the facility for distribution.
  • Each piece of mail will include a cover letter summarizing sender and recipient information, total number of pages, and scanned copies (in color, if appropriate) of the mail contents.
  • TextBehind mail processing and delivery services operate Monday through Friday.

Every mail envelope sent to an incarcerated person must contain the following information:

First Name Last name, and LID (LID can be found on the Jail Roster)
St. Louis County Jail, Minnesota
P.O. Box 247
Phoenix, MD 21131

Unacceptable mail: TextBehind does not accept legal mail, money orders, personal checks, gift/debit/credit cards or cash in the mail, these items will be returned to the sender. All other personal items will not be accepted.

Un-allowed Mail: Includes but is not limited to that which is libelous, obscene, contains contraband, and/or any items other than letters or photos.

RETURN TO SENDER: This facility DOES NOT accept mail directly. You MUST USE TextBehind.com to send mail to any inmate in this facility.

Jail Communication

The St Louis County Jail has a contract with Reliance Telephone to provide phone, texting and video calling services for inmates. To set up a collect call account, purchase a phone card, or to fund an inmate’s communication "Wallet" (texting and video calling account), please go to Reliance Telephone or call them at (800) 896-3201. You can leave a voice message on the inmate message line by calling (218) 409-8366. Video calling (coming soon) is completed through an app called "Reliance Connect", which is available from the Google Play or Apple App Stores. Inmates can place a video call to a phone number associated with a Reliance Connect account at any time during the day and fund the visit using their ’Wallet" balance at the rate of $0.25/minute. With the exception of attorney phone calls, all communication is subject to recording and monitoring.
