DISSEMINATION OF BIDS AND REQUESTS

Minnesota Statute § 331A.03 allows St. Louis County to disseminate solicitations of bids, requests for information, and requests for proposals on its website as an alternative to newspaper publication.
 
The County is the legal custodian of its own records and may not delegate or assign this legal responsibility to a third party. The County may utilize the services of a third party to distribute its public records, but the County must continue to supply such records directly when requested.
 
If interested parties do not wish to obtain documents from St. Louis County's third-party vendor DemandStar, they may obtain them directly from the County as posted on this page, or by emailing purchasing@stlouiscountymn.gov.
 
Please note, St. Louis County posts solicitations, addenda, and associated documents for formal opportunities to DemandStar. The Purchasing Department ask interested parties that choose to obtain documents directly from the County to follow up on their own accord, in case any addenda or other important documents are issued for opportunities listed below. 
 
In the interest of fairness and transparency, St. Louis County is not responsible for sending any associated documents, addenda, or other information related to any of the posted opportunities below to any individual or group of entities.

PUBLIC OPENING

Responses will be received and opened the A.P. Cook Building, located at 2503 Rice Lake Road, Duluth, Minnesota 55811. All responses must be completed and received prior to the Public Opening. No documents will be accepted from Responders during any Public Opening.
 

RECORDS, AUDITING, AND RETENTION

Opportunities that have passed are removed from the webpage on a weekly basis; however, this information typically remains available. If information is needed, please call or email the Purchasing Department directly so we may assist you. In certain cases, your request may be forwarded to data compliance staff to ensure we are providing information in accordance with the law.
