Heading Home St. Louis County

In order to fully coordinate homeless funds in St. Louis County, it was our collective vision that there would be one advisory body that would eventually oversee all Federal, State, and local homeless funds. The newly formed advisory committee would have both City of Duluth and St. Louis County appointed members. City and County staff held multiple community forums in order to gather feedback and support for the new collective vision. In December 2011, Heading Home St. Louis County’s Governance Board held their first meeting. This Leadership council has 15 appointed members, 6 from the City of Duluth Council, and 9 from the St. Louis County Board of Commissioners. This newly appointed Governance Board is charged with:
• Monitoring and advisement of homeless funds
• Staying current with local needs and gaps
• Best practices to prevent and end homelessness

This increased coordination and collaboration will only strengthen our ability to prevent and end homelessness while maximizing all funds and targeting their use.

The FY 2016 CoC Program Competition is Now Open
The 
Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2016 Continuum of Care Program Competition has been posted to the FY 2016 Continuum of Care (CoC) Program Competition: Funding Availability page on the HUD Exchange. The FY 2016 CoC Consolidated Application and Project Applications are now available in e-snaps.

 

Governance Board Performance Evaluation - HMIS Advocacy/ Education Prevention - RRH/FHPAP Coordinated Entry System
The Coordinated Entry committee will assist in the development of the Coordinated Entry system in St. Louis County, and to make recommendations to the Heading Home St. Louis County Governance Board for final decisions. 
Roles/Responsibilities
    • Provide recommendations to the Heading Home SLC Governance Board, who will make final decisions regarding implementation.
    • Develop procedures, policies, and standard of CA Research, assessment tools, and make recommendations to the Governance Board. Develop communication plan, and a timeline/work plan.
