ThePublicHealthandHumanServicesDivisionledbyPatriciaShaeriscomprisedo12attorneysand3investigators.ThedivisionisresponsibleorprosecutingjuveniledelinquencycaseshandlinglegalactionsrelatedtochildprotectioncivilcommitmentguardianshippaternityandchildsupportmattersinvestigatingandprosecutingpublicassistanceraudandprovidinglegalrepresentationandadvicetothecountysPublicHealthandHumanServicesDepartment.Theincidentsochildabuseandneglectrequiringlegalinvolvementincreased12percentin2013.Childprotectionpetitionsfledin20112012and2013were246285and319respectively.Correspondinglytherewasanincreaseinlegalactionstosecureapermanencyplanorchildrenwhocouldnotbereturnedhome.In2013thedivisionfled103permanencypetitionsuprom93in2012.Drugsandalcoholplayasignifcantactorinmanyothepetitionsfledbythedivision.ForinstanceinAugustdrugoralcoholusewasaactorin62percentothepetitionsfled.Childrenbeingletunsupervisedtheirneedsunmetorbeingoundindangerouscircumstances--suchasexposuretodrugactivityorviolenceinthehome--areotherconcernsotenoundinthesesamereports.Juvenilecrimecontinuesonadownwardtrend.Thedivisionreceived1769reerralsin2013downrom1815in2012and1878in2011.Truancyotenviewedasagatewaytouturecrimewasalsodown.ThedivisionparticipatesinaSchoolAttendanceReviewBoardwhichisacollaborativeeorttoaddresstruancyintheschoolsbeoregoingtocourt.ThedivisionalsooperatesajuvenilediversionprogramknownastheYouthAccountabilityProgram.Diversionprogramsholdjuvenilesaccountableortheircrimesandpromoterehabilitationwhilemeetingtheneedsovictimsandpublicsaety.In2013358childrenparticipatedinourdiversionprogram.Juvenilecrimesrangeromstatusoensesbasedonageuptoseriouselonycases.Thedivisionsuccessullycertifedtobetriedasanadulta17-year-oldjuvenileaccusedoandsubsequentlyconvictedosecond-degreemurderorbludgeoningamantodeath.Representationoncivilcommitmentmatterswasup10percentin2013with150casesopened.Thisyearthedivisionsuccessullysoughttheindeterminatecommitmentoasexoenderwithahistoryosexuallyassaultingwomen.Hehadbeencontinuinghisassaultivebehaviordespiteextensivetreatmentandincarceration.ThedivisionassiststhecountysPublicHealthandHumanServicesDepartmentschildsupportunitinestablishingpaternity.In2013593paternityactionswereinitiated.Thecountyschildsupportunitboastsarecordomanysuccessulandcontinuousyearsoexceedingtheederalbenchmarksorpaternityestablishment.Establishingpaternityisthefrststepintheprocesstogettingsupportinplaceorchildren.Thedivisionalsoprovidedrepresentationtothechildsupportuniton466otherestablishmentandenorcementmatters.LookingtotheuturethedivisionwillworkwiththecountyPHHSagencytopromotegreaterawarenessandpreventionoabuseandexploitationovulnerableadults.WWW.STLOUISCOUNTYMN.GOVCOUNTYATTORNEYPatriciaShaerPHHSDivisionHeadDuluthOfceJennierBarryJosephFischerHeatherKorpelaClarissaMcDonaldCharlesSchumacherAngieShambourBenjaminStrombergJoanneVavroskyHibbingOfceGayleGoStaceySundquistVirginiaOfceSharonChadwickRenaeDarlandInvestigatorsKatherineFincWilliamKleinShawnLainePublicHealthHumanServicesDivision5PHHSDIVISION GaryBjorklundleadsthe13criminalprosecutorswhoworkinDuluthVirginiaandHibbing.ThishighlyeectiveteamisresponsibleorchargingandprosecutingalllevelsoadultcriminaloenseswithinSt.LouisCountyincludingeloniesgrossmisdemeanorsmisdemeanorsandcountyordinanceviolations.In20133422caseswerereerredromlawenorcementtothecountyattorneysofce.Thisincluded2201elonycaseswhichrepresenteda10percentincreaseoverthepreviousyear.AdditionallytheprosecutorsareinvolvedinDWIDrugandMentalHealthproblem-solvingspecialtycourts.TheCriminalDivisionattorneysarealsoresponsibleorsettingupandconductinglawenorcementtrainingtosupportpoliceinthelatestchangesinlawsandregulations.Thesetrainingsessionsaredesignedtoimproveinvestigativeproceduressearchandseizuremethodsandotheraspectsocriminalinvestigation.OneothehighpointsotheyearorthedivisionwashelpingtoobtainjusticeortheamilyoTrinaLangenbrunnera33-year-oldmotherothreewhowasslainnearly13yearsearlier.InaJulypleahearingJosephCoutureadmittedthathebeatandstabbedthevictimtodeathonSept.32000.Hepleadedguiltytointentionalsecond-degreemurderfrst-degreeaidingandabettingaggravatedwitnesstamperingorconspiringwithhisgirlriendSandraCouturetointimidatewitnessesagainsthimandaidingandabettingfrst-degreearson.JosephCouturereceiveda39-yearprisonsentence.SandraCouturewassentencedto9yearsinprison.OtherhighprofleanddifcultcasesthatthedivisionprosecutedinthepastyearincludedWendellGreenewasconvictedofrst-degreecriminalsexualconduct.Hewassentencedto18yearsinprisonandalietimeconditionalreleaseandlietimepredatoryoenderregistrationrequirementswereimposed.Greenewasayouthbasketballcoachwhosexuallyassaultedtwoplayers.JimmyLeeMorriswasconvictedofrst-degreecriminalsexualconduct.Hewassentencedtonearly14yearsinprison.Thecaseinvolveda40-yearoldwomanwhowassexuallyassaultedbyagroupounknownmales.JoshuaLeeLittlewolwasconvictedosecond-degreemurderandreceiveda40-yearprisonsentence.Littlewolrepresentedhimselatthetrialwhichcreatedauniquesetoobstaclesorcourtsecuritytheprosecutionandthepresidingjudge.ThomasGentrywasconvictedosecond-degreepossessionococaine.Gentrywassentencedto12yearsinprisonasacareeroender.Hehadfvepreviouselonydrugconvictions.ColeKjellbergwasconvictedothird-degreeassault.Kjellbergwasconvictedoassaultinghissix-week-oldchildcausingaskullractureandbleedinginsidethebrain.Kjellberghadthreepriordomesticviolenceconvictionsincludingonewhichinvolvedanotherassaultuponachild.2013ST.LOUISCOUNTYATTORNEYSANNUALREPORTGaryBjorklundCriminalDivisionHeadDuluthOfceJessicaFralichJonHoletsChrisPinkertNateStummeRebekkaStummeKristenSwansonVickyWantaHibbingOfceBrianSimonsonKarlSundquistJeVlatkovichVirginaOfceMichelleAndersonGordonColdagelliLeahStauberCriminalDivision6CRIMINALDIVISION
