About the CDBG Program

The Community Development Block Grant (CDBG) Program provides funding for activities in 4 areas: housing; community facilities and public infrastructure; economic development; and public services. St. Louis County receives CDBG funding from the U.S. Department of Housing and Urban Development (HUD) and distributes the funding to local communities and non-profit agencies through an annual competitive process. The process is managed by the Planning and Community Development Department. A CDBG Citizens’ Advisory Committee reviews the applications and formulates a funding recommendation to the St. Louis County Board of Commissioners.

: Eligible applicants are cities, townships, and non-profit agencies within St. Louis County but outside the Duluth city limits.

Focus Areas:

  • Housing: Owner-occupied rehabilitation, rental rehabilitation, homebuyer assistance, site acquisition, homelessness housing

  • Community Facilities and Public Infrastructure
    • Community Facilities: Construction, rehabilitation, or accessibility improvements to public buildings, demolition and clearance, historic preservation
    • Public Infrastructure: Rehabilitation and replacement of publicly-owned water, sewer, storm sewer and other infrastructure
  • Economic Development: Job creation, job training, commercial/industrial infrastructure improvements

  • Public Service: Homelessness prevention and support services, community meal programs, educational programs
