Community Development Block Grant (CDBG)

About the CDBG Program

The Community Development Block Grant (CDBG) Program provides funds for physical improvement, economic development, housing activities, and public service activities. CDBG funds are received from the U.S. Department of Housing and Urban Development (HUD) and has a significant impact on communities. Funding is distributed to local communities and agencies through a competitive grant application process. This process is managed by the county’s Planning and Community Development Department. A CDBG Citizens’ Advisory Committee reviews the applications and formulates a funding recommendation to the St. Louis County Board of Commissioners.

Eligibility
: Eligible applicants are cities, townships, and nonprofit agencies within St. Louis County providing services outside the Duluth city limits. 

Focus Areas:

  • Housing: Owner-occupied rehabilitation, rental rehabilitation, homebuyer assistance, site acquisition, homelessness housing

  • Physical Improvements: Water and sewer infrastructure, community facilities, building accessibility improvements, and neighborhood revitalization projects

  • Economic Development: Job creation, job training, commercial/industrial infrastructure

  • Public Service: Homelessness prevention and support services, community meal programs, educational programs
