Is a Permit Required
What Projects Require Land Use Permits to be Obtained
Land use permits are required for most construction on parcels located outside municipalities (cities) and organized townships who administer their own zoning. Please consult the "Administration of Zoning Map" on the side menu at the right under links if you are in doubt as to whose jurisdiction the zoning for your parcel is under. Click on the tabs below to determine what projects or activities require a permit.

Structures or parts of structures that are constructed, reconstructed, moved or structurally altered including the addition of basements.

Permits are required for other uses such as businesses, tower or utility structures, borrow pits, or businesses. See other land use topic areas.

Permits NOT required: No land use permits are required for the following:

Local public utility distribution lines
-
Farming - provided livestock don’t exceed the amount allowable by the zone district in which they are located. See Article VI, Section 15 Domesticated Animals

Foundations (other than basements) – provided they are at least 50 feet from the shoreline
-
Recreational trails (with the exception of conditional use review if located in a residential or commercial district)
-
Forest management activities
-
Lawn ornamentation
-
Remodeling of existing structures provided they meet the definition of remodeling (see Article II, Section 6 of St. Louis County Zoning Ordinance 46)

Accessory structures used solely for storage, of 100 square feet or less, provided all setbacks are met
-
Satellite receiving antennas and apparatus of 12 feet or less that meet all setbacks
-
Privies (no land use permit required but a sanitary permit is required and they must meet all setback standards and conform to County sanitation requirements)

Communication towers used by amateur radio operations which are authorized by the FCC or when the exemption requirements per Article II, Section 1.04 are met
-
Storage of five or fewer unlicensed or inoperable vehicles on a lot, provided they meet all setback requirements and are stored according to MPCA requirements. More than five are allowed if they are screened from public view and are on a lot that is more than 2.5 acres in size and more than 300 feet from shoreline. A conditional use permit is required when the exemption requirements are not met or for any commercial salvage facility.
