About ESG

The Emergency Solutions Grant Program (ESG) provides funding support for activities connected to the St. Louis County Continuum of Care strategy for the homeless:

  • Rehabilitation

  • Essential Services

  • Operational Costs

  • Homeless Prevention Activities

The St. Louis County Continuum of Care strategy includes the services and support networks designed to prevent homelessness and to assist persons experiencing homelessness.  Services in the strategy range from emergency shelter assistance to education and financial assistance with home ownership.

ESG funds are received from the U.S. Department of Housing and Urban Development (HUD). Funding is distributed to local agencies through a competitive grant application process. This process is managed by the county’s Planning and Community Development Department. An Advisory Committee reviews the applications and formulates a funding recommendation to the St. Louis County Board of Commissioners.
