It was a headline grabbing story: a vulnerable resident of a Chisholm assisted living facility was found unconscious in a filthy room. The Department of Health issued multiple citations against the owners of Hillcrest Terrace for the incident.

The media then questioned if criminal charges of neglect would/should also be filed. In response, County Attorney Mark Rubin issued the following statement.

Following the arrest of Boston Marathon bombing suspect Dzhokhar Tsarnaev, much debate has focused on why investigators did not read him his Miranda rights prior to questioning him. At the request of the Duluth News Tribune, St. Louis County Attorney Mark Rubin wrote the following guest editorial, which was published Sunday, April 28.
